The national Department of Basic Education has failed to spend the Schools Infrastructure Backlogs Grant for the Eastern Cape. This means R415 million or 26% of the R1.574 billion allocated to the Eastern Cape has been underspent. This money is allocated for the eradication of mud structure schools. ESKOM should be able to reduce their operating bill by up to R10 billion per annum says the Organisation Undoing Tax Abuse (OUTA), which Friday 17 November presented its case for a 0% electricity tariff increase for the 2018/19 period at the National Energy Regulator (NERSA) public hearings. As the country woke up to winter-like temperatures on Thursday, the South African Weather Services (SAWS)  issued a special weather advisory for heavy rain and even snow in some parts of the country. Meanwhile, rain in the Grahamstown area has seen water once again flow into Howieson’s Poort dam. Grahamstown Highway Patrol once gain confiscated a large cache of drugs when they stopped a long distance bus along the N2 between Grahamstown and Port Elizabeth, according to SAPS spokesperson Captain Mali Govender. Officers conducting a routine search of the bus found a black K-WAY sports bag that smelled of chemicals. Inside, they eight packs of 1000 boss Mandrax tablets. The police were unable to trace the contraband to anyone as the bus company does not issue luggage stickers. The seized 7984 tablets have a street value of R439,120. No arrests have been made so far.
