If human rights are to be respected, they need to consider changing the present councillors who are ill-equipped, lacking ability and incompetent, for well-skilled ones.

As the EFF we believe in building municipal capacity by following the proper recruitment strategies: looking for the best among the best, irrespective of nationality, colour, gender, political affiliation etc.

This is as clearly outlined in the labour-related policies of the Republic of South Africa.

Training and retraining of the permanently employed officials is required, as well as proper corrective measures when necessary.

We need a municipality with leaders with technical, conceptual and human-related abilities – most preferably from within our locality but not discriminating against people from elsewhere.

It’s these people with little or no knowledge who do not understand that local government is predominantly organising for majority human rights.

That is, proper housing, proper sanitation, access roads, water, electricity and employment.

We are challenged as Makana Municipality in those respects.

We need leaders with abstract thinking in terms of broad interrelationships among various elements of the municipalities.

We need leaders who are able to develop ideas, solve problems, and perceive trends.

The capacitated Makana Municipality leadership, in terms of education and skills, is the leadership that can make sure human rights in the area are respected and not interfered with.

The current chopping and changing of employees in the form of municipal managers, chief financial officers and human resource managers is not working towards attainment of the freedoms that Makana people deserve.

The EFF is therefore saying Makana Municipality needs thorough cleansing, or a complete overhaul from head to toe, for the basic and human rights of the people to be achieved.

The EFF is saying so because it has been discovered that the reason why the municipality is bankrupt is because funds were squandered by the same employees of municipality, as per the findings of the Kabuso report.

Remember, the municipal funds are for service delivery, or to attend to the fundamental human needs of the underprivileged people.

It has also been uncovered that there are ghost workers in Makana Municipality: people who no longer working for municipality whose salaries are still being paid to existing employees’ accounts.

People of Grahamstown need to stand up and say, now is the time to bury corruption and other methods of self enrichment employed by the political elite.

They must call municipal leadership to account.
