Makana Municipality's directors will receive a 6.79 percent increase on their salaries, despite the fact that they have not signed performance agreements in two financial years.

During a special council meeting on 29 January, the council considered the recommendations from the remuneration committee to adjust the Cost of Living for Section 57 managers (directors).

A circular from the South African Local Government Association in September 2014 suggested that salary increases for Section 57 managers be determined at 6.79% in the 2014/15 financial year.

Councillors expressed concern at the criteria suggested for determining salaries.

According to the circular a municipality determining salaries should consider the affordability, macro-economic policy, inflation, productivity and comparability.

Acting municipal manager Busi Khumalo assured Council that the increases are cash-backed in the current budget.

Some councillors were also concerned that the salaries would be increased while there are no performance agreements signed by the five directors in Makana Municipality. It was recommended that Khumalo should look into this matter.

In the 2014/15 municipal budget the salaries of senior managers including allowances are listed as follows:

The salary increases mean that the above amounts will be boosted by the 6.79 percent determined by Salga. According to the circular, this increment will be backdated from July 2014.
