Rumours are rife in City Hall corridors that a local councillor is among the top three candidates for the post of Makana Municipality's municipal manager.

Councillor Paul Notyawa, a councillor and mayoral committee member, has reportedly applied for the MM position.

According to a City Hall source, he is among the top three candidates.

Makana Municipality is currently in the process of appointing a chief accounting officer. Municipal spokesperson Yoliswa Ramokolo refused to comment on the rumour, however, and referred queries to administrator Pam Yako.

Yako, too, would not comment, saying it was a confidential matter.

"As you might know, the process is confidential and I am not at liberty to divulge anybody's candidacy at this stage," she told Grocott's Mail. Notyawa is also the chairperson of the Local Economic Development portfolio committee in Council.

It is not clear who would replace him should he be appointed as municipal manager. According to sources, the other two candidates are Nceba Adonis and George Ngesi, former municipal manager of Ndlambe Municipality.

Notyawa was at the centre of centre of a controversy in 2012, when fellow councillors dubbed him a 'double-parker': he was working as a lawyer for Sadtu in the province, while drawing a stipend as a councillor.

He dismissed these claims, saying he had declared his interests when he was appointed as a mayoral committee member. Notyawa ran head to head with the current Mayor, Zamuxolo Peter, for the positions of mayor during the 2011 local government elections.

If Notyawa is appointed as municipal manager, he would be required to work closely with the mayor.
