    Makana service delivery report comes up empty

    The Mayor has called for charges against officials who delivered a blank report on service delivery in Makana for the past three years, putting access to crucial national funding at risk.

    The Mayor has called for charges against officials who delivered a blank report on service delivery in Makana for the past three years, putting access to crucial national funding at risk.

    Attention was drawn to the report – a blank page in the budget document of a special council meeting last Thursday, 29 May – by Makana Municipality's newly appointed Chief Financial Officer.

    CFO Busi Khumalo said, "This means this municipality never achieved any service delivery measure and it paints a very bad picture for the municipality…it means we are not doing anything…"

    She said the absence of such information impacts very badly on the equitable share that is allocated to Makana.

    "Nothing says so many people have benefited, no reports are coming forth and this also means that there are certain sections of the budget that we do not comply with," she said.

    Khumalo said there was no control over the movement of municipal vehicles and there is "too much abuse" on the overtime.

    "This has impacted heavily on the current financial crisis the municipality is in; I think we should not get any luxuries and only procure tools of trade until we are financially stable…we must forget luxuries," Khumalo said, adding that the municipality's telephone costs also needed to be brought down.

    She said there were abnormal salaries due to excessive overtime by contract workers.

    "People are sitting over and above their notches due to overtime," she said.

    Khumalo recommended that all amendments be incorporated into the budget.

    The blank report drew the ire of Executive Mayor Zamuxolo Peter, who called for charges to be instituted against the officials responsible.

    "This is unacceptable, I think a charge sheet is in order for officials who are responsible for this," he said.
