A financial management course that axed chief financial officer Jackson Ngcelwane is currently attending at a private college in Port Elizabeth is being paid for by Makana Municipality.
This is in line with an arbitration order by the South African Local Government Association (Salga) Bargaining Council. Ngcelwane was suspended from his post in May 2011, following allegations of mismanagement.
The bargaining council subsequently called into question certain practices of his former employer and ordered Makana Municipality to pay for him to attend the course.
The order, made last October, ruled that the municipality had been guilty of unfair labour practice for not allowing Ngcelwane to attend a Certificate Programme in Management Development course at the Wits Business School in Johannesburg while he was CFO.
The municipality was ordered to make arrangements for Ngcelwane to attend parts one and two of the course, including travel to and from Johannesburg, and accommodation.
Speaking to Grocott's Mail last week, the former CFO said he was currently enrolled for the course and would soon complete it.
"I am doing the course now in Port Elizabeth. I felt that it would save ratepayers money when I do it here, rather than going to Joburg and spend R300 000."
They (Makana) are paying for the course because they were compelled by the bargaining council to do it," said Ngcelwane.
