When nine police officers arrested 11 protesters, two of them walked away while the rest were getting in a van.
"We were in a meeting when we heard the noise, and when we came outside we saw all this rubbish," Councillor Mabhuti Matyumza told Grocott's Mail.
The men have subsequently been released and the municipality is not pressing charges.
