Ronnie Basi said he was busy opening up some plastic bags when he came across the baby.
He said could not believe when he saw a hand coming out of the bag. Basi said he immediately called other people to come and witness it.
"They came and we opened the plastic bag – the baby was wrapped up in a denim cloth, There was also rubbish inside the bag with the foetus. I was absolutely amazed by that since I didn't expect it," said Basi.
Mandilakhe Rooi who also saw the baby said it was a very terrible experience seeing a newborn like that.
"This is not the first time that we have come across such a thing. Its the third time now. The first time a baby was found it was already dead. The other one that was also found here was still alive.
"I don't understand how people think, how could you do this to a small baby? Hopefully police would be able to track down the person and arrest her for doing this. I think the baby was only about two weeks old," said Rooi.
Makana municipality spokesperson Yoliswa Ramokolo confirmed the incident.
"The baby was in a plastic bag that was dropped by one of the municipal trucks. The truck had just collected rubbish in Tantyi and went on to drop it at the dumpsite.
"But the municipality has no control over such incidents because you can't identify what is in a rubbish plastic bag," said Ramokolo.
Grahamstown police spokesperson Captain Mali Govender confirmed that the baby was found in a plastic bag in the Grahamstown dumpsite.
She said police have opened an inquest docket.
