The ward 4 councillor and other protesters covered their mouths with tape and stood quietly in front of the municipal building for more than two hours on Friday to signal their frustration about recurring water outages.
May later criticised the municipality for not warning residents about the outages. She said there had always been a water problem in her ward.
Areas affected by last week's outages, said May, included the army base, Cradock Heights, Rhodes University and Scott's Farm.
