An Extension 7 resident opened a case against the councillor following a disagreement over electricity supply problems.
The man had to be rushed to hospital when the councillor allegedly stabbed him after the confrontation.
According to police, the incident happened early last month.
Police spokesperson Captain Mali Govender confirmed that the police were investigating a case of assault with the intention to cause grievous bodily harm.
"There was an altercation about electricity," she said. "The suspect allegedly stabbed the victim, who was taken to hospital."
The Makana municipality ward councillor made his first court appearance several weeks after the alleged incident.
Govender said the incident happened on 8 June and although details were still sketchy, investigations were under way.
The councillor appeared briefly in the Grahamstown Magistrate's court on Tuesday. The case was postponed to 22 July for copies of the docket.
Meanwhile, the case against a suspended municipal employee which was recently heard in the regional court is set to take place on 23 September.
The woman, a Makana Town Planning department employee, was suspended by the municipality because she was facing extortion charges. The case is being investigated by the East London Organised Crime Unit.
