It was originally scheduled to be completed in August but will now be completed a month later due to delays.

According to the site foreman, Leon Jasson, these are due to the workers attending various meetings and rainy weather. According to a builder, Mbulelo Sandi, the delays occurred because of meetings which were held to discuss wage shortages.
The hall was requested by the residents of Extension 8 and 9 in an IDP (Integrated Development Plan) meeting for Ward 5 held in 2007. The hall will be used for various community functions such as grant allocations, weddings, funeral services and other social activities. Thandiswa Ngqiyaza, a resident living opposite the construction site, commented on how the hall will benefit the community. “It will be right for meetings but the building is noisy and disturbing,” she said.
According to the municipal spokesperson, Thandy Matebese, the construction of the hall is beneficial in terms of creating employment. He added that local workers are hired for construction, giving the previously unemployed temporary jobs. He also mentioned that a private meeting will be held between the contractors and the project manager to discuss the "minor delays".
